		<description>No he can't if you plan to take a flight.  Each U.S. citizen needs a valid passport for an international flight.
Should you however plan to drive and cross the land border or take a cruise he can use his birth certificate to travel being below 16 years.

		<description>the problem is not going but returning!! how will you be traveling by air or by land? I have heard from quite a few people that have recently traveled by land that they will let a u.s. citizen in with proof of citizenship such as a u.s birth certificate along with a government issued photo i.d. supposedly they will allow one entry with a warning, the second with a stern warning and the third time they will detain you for investigation about 3-6 hours just so you get the message that you need a passport book or passport card. i believe he will not have a major problem and if it was me and my child's friend i would take him. remember it has only been mandatory since june 2009 and this being the first major holiday travel he won't be the only one doing this.&lt;br&gt;&lt;b&gt;References : &lt;/b&gt;&lt;br&gt;one other thing you may need a notarized letter from his parents allowing him to travel out of the u.s. under your parents care.</description>
